Center for Civil-Military Relations (CCMR)


The Superintendent of NPS, RADM Thomas A. Mercer, USN, and the Director of the U.S. Defense Security Assistance Agency, LTGEN Thomas G. Rhame, signed a Memorandum of Agreement on 27 September 1994 establishiing a Center for Civil-Military Relations (CCMR) at the NPS. The CCMR offers an intensive, five-day course on civil-military relations intended for mixed groups of senior military officers, civilian officials and legislators.

The course is usually taught abroad (in translation) to facilitate this senior-level participation. The course examines the underlying sources of civil-military conflict that virtually all democracies confront, and analyzes alternative mechanisms to strengthen civilian control. Then, in accordance with the partciular needs and circumstances of the country in question, the course addresses more specific problems (and possible solutions to them), such as the appropriate roles and missions of the armed forces, the officer promotion process, and conflicts between civilian officials, the military and legislators in defense budgeting.

Beginning in FY '96, the CCMR and NSA will co-offer an in-residence Masters Degree program in civil-military relations at NPS.
